Telephony and texting services were unavailable during a Twilio outage, described below:

Twilio Programmable Messaging API was degraded for 5 minutes on May 16th between 13:43 PT and 13:51 PT. During this period of time, customers may have received 5xx's in API responses. This issue has now been resolved.
